Stucco is the best-behaved cladding in the Lower Mainland right up until it isn't. A wall can look clean from the street, hold paint for another five years, and still be feeding water into the sheathing behind it every time a southeaster pushes rain against that elevation. Mould behind stucco almost never announces itself. It gets discovered during a re-clad, during a leak investigation someone finally authorised, or during a pre-sale inspection at the worst possible moment.
The question owners and strata councils actually need answered is narrower than "do we have mould." It is whether the assembly can be confirmed wet before a demolition crew is standing on site with an open scope and an hourly rate.
How do you find mould behind stucco before the tear-off?
Through targeted moisture testing, not visual inspection. A building envelope technician takes non-invasive scans across suspect elevations, then drills small probe holes into the sheathing at the low points, window corners and penetrations, and records moisture content with a pin meter. Sheathing above roughly 19 percent moisture content supports mould growth. Three or four probe holes, patched the same day, answer the question for a few hundred dollars.
Why stucco hides water better than any other cladding
Traditional cement stucco is porous. It absorbs rain, holds it, and releases it slowly. That is normal and the system is designed for it, provided two things are true: there is a drainage cavity behind the stucco, and the weather-resistive barrier under it is continuous and properly lapped.
A great deal of BC housing stock built between roughly 1985 and 2000 has neither. Stucco was applied directly over building paper on sheathing with no rainscreen gap, on the assumption that the coating itself would keep water out. When the coating cracks, or a window flange leaks, or a deck ledger penetrates the barrier, the water has nowhere to drain and nothing to dry it. The wall stays wet in a climate that delivers 1,200 to 1,700 millimetres of rain a year across Metro Vancouver.
The finish coat then works against you. Stucco is rigid and strong in compression, so it holds its shape over sheathing that has already gone soft. A wall can lose structural integrity in the OSB or plywood and still present a flat, sound-looking exterior. That gap between appearance and condition is the whole problem.
What the exterior tells you, and what it doesn't
Certain signs are worth acting on:
Staining or dark streaking below windows and at deck-to-wall junctions. Water is exiting there, which means it entered above and travelled.
Hairline cracking in a stair-step or map pattern, particularly at window corners. Diagonal cracks off a window corner are the classic entry point, because that is where the framing moves and where the flashing detail is most often wrong.
Efflorescence. The white powdery deposit is mineral salt carried out of the assembly by water. It confirms water movement through the wall, not just on it.
Stucco that sounds hollow when tapped, or that has gone slightly soft at the base. Base-of-wall damage is common because the stucco often stops below grade or sits tight against a walkway with no weep screed clearance.
What the exterior does not tell you is extent. We have opened walls with alarming crack maps and found dry, intact sheathing, and we have opened visually perfect elevations and found black staining across two full bays. Cracking correlates with entry points. It does not correlate with the size of the damage, because that depends on where the water went after it got in, and water inside a wall cavity moves down and sideways along whatever surface it finds.
The interior signs people misread
Musty odour in a corner bedroom, paint blistering along a baseboard, a window sill that is always slightly damp, carpet tack strip rusting at the exterior wall. Each of those gets blamed on condensation and humidity, and in a tight suite it sometimes is. The distinguishing pattern is location: condensation problems appear on cold surfaces throughout the unit, while envelope leaks appear on one elevation, usually the one facing the prevailing weather, usually below or beside an opening.
In a strata, the clearest signal is the pattern across units. If the same elevation reports the same complaint on three floors, it is not the occupants' laundry habits. That is a stacked leak path, and where mould behind stucco is found on one floor, it usually traces back to one detail repeated on every floor.
Testing that actually confirms it
Non-invasive scanning with a capacitance meter maps suspect areas quickly across a full elevation. It reads relative moisture through the finish and it is useful for narrowing where to look, though it reads reinforcing mesh and metal lath as moisture, so on stucco it is a screening tool rather than proof.
Invasive probe testing is the proof. A 10 millimetre hole through the stucco and into the sheathing, a pin meter reading at depth, the hole sealed with colour-matched patching compound the same day. Wood at 15 percent moisture content or below is dry and stable. Above 19 percent, mould behind stucco is supported and decay organisms become active. Between those numbers, the wall is worth monitoring through a wet season before committing to anything.
Infrared thermography has a place, mostly on large multi-family elevations where it finds thermal anomalies worth probing. It shows temperature differences, not water, so a thermographer's report without probe data behind it is a map of where to test, not a diagnosis.
A qualified building envelope contractor will give you probe locations, readings, photographs and an opinion on extent in a written report. That document is what a strata council votes on and what an insurer reads. Verbal findings from a site walk are not a scope.
What the findings change about the repair
This is why testing before demolition matters financially. Three broad outcomes, with very different numbers.
Localised entry, dry sheathing. Flashing correction, crack repair and recoating on that elevation. On a single-family home in Burnaby or Coquitlam, typically $6,000 to $18,000 depending on access and height.
Localised wet sheathing, sound framing. Cut out and replace the affected sheathing, install a proper weather-resistive barrier and drainage cavity, restucco the section. Blending new stucco into old is imperfect, so the elevation usually gets recoated in full for appearance.
Extensive saturation with framing decay. This becomes a full re-clad with structural repair, and on a multi-family building it is a capital project measured in months, with engineering involvement and a building envelope consultant writing the specification.
Knowing which of the three you are in before a crew mobilises changes the contract from time-and-materials guesswork into a defined scope of work. It is also the only honest way to give a strata council a number they can put in front of owners.
Insurance, warranty and the timing problem
Most BC policies cover sudden and accidental water damage and exclude gradual deterioration. Mould behind stucco caused by a decade of failed flashing sits squarely in the exclusion, which is why claims for it are commonly denied. What may be covered is resulting damage from a distinct event, and in a strata, the difference between a common-property repair and an owner's responsibility often turns on the same distinction.
Two practical consequences. Report findings to the insurer and property manager in writing as soon as they exist, because delay weakens any position. And if the building is under a 2-5-10 home warranty, the building envelope coverage runs five years from occupancy, so the testing date matters as much as the findings.
Timeline expectations on the investigation itself: a site visit and non-invasive scan within a few days of the call, probe testing and readings in a half-day on site, a written report with photographs and recommended scope within about a week. The repair follows once the scope is agreed, and on anything involving open walls in this climate, the work gets scheduled around weather protection rather than around the calendar.
Before you authorise a tear-off
Metro Vancouver has a large inventory of face-sealed stucco buildings that have quietly passed the point where recoating helps. Ninety percent of them look acceptable from the sidewalk. The ones that get repaired well are the ones where somebody spent a few hundred dollars on probe testing before spending six figures on scaffolding.
